April 13, 1978:
“Communications were read as follows:
“... A returned letter from Contact, Inc., stating no forwarding address for them. (Order for decoder board.”
“Walt Baust, W7ODB, showed an almost completed cavity for the repeater. He showed how these were constructed and explained how they work.”
May 11, 1978:
“Walt Baust, W7ODB, showed a completed cavity for [the] repeater. He explained problems he was having and remedies that was being taken.”
June 8, 1978:
“Trapper Neary, N7AA, reported that he had received the club call sign K7OJI and that we need to ensure proper operation of station and used proper procedure when using the call. As trustee of the club call he [has] written some operating ground rules for use when using K7OJI. Each operator is to read and sign these rules before operating with this call. Earl Medeiros, WB7RES, moved and Bill Peterson, WB7TBF, seconded, a motion to adopt these operating ground rules. Motion passed.
“To provide that operators use proper procedure, it was suggested that we could have a Club Observer. Chuck Harland, W7NO, was appointed as O.O. for [the] month of June...
“Trapper Neary reported that after a small modification in the cavities, they were able to tune them properly and very good results were obtained with the two completed cavities. Lowell Bye, WA7HOS, ask[ed] that when cavities were completed, they be installed on repeater at the temporary location to check repeater for desensing problems and cavity operation.”
July 13, 1978:
“The following bills were presented for payment. ...

“Chuck Harland, W7NO, reported on his O.O. watch during this past month. He stated that operations were very good but that over-identifying was still a problem by member[s] using the repeater...
“...Secretary Lowell Bye, WA7HOS, also reported that a means of simplifying business during the meeting could be implemented in the club by having committees make the recommendation as to further projects. Committees could get all the data and financial cost of a project. These facts could then be turned over to a finance committee and the details could be worked out prior to the meeting. This could save lots of time and discussion in meetings. Earl Medeiros, WB7RES, moved and Chuck Harland, W7NO, seconded, a motion to set up committees and follow this procedure. Motion passed. The following committees were appointed to implement this motion:
“Repeater advisory committee: Lowell Bye WA7HOS, Walt Baust W7ODB, and Trapper Neary N7AA...
“Walt Baust W7ODB reported on repeater cavities progress – All materials have been received and that final assembly and polishing is all that is needed to complete the project...
“Guest Tim Lawson, WB7TKA, of the Voice of Idaho Amateur Radio Club of Boise gave a short talk on the 147.84-24 repeater to be placed on Cinnabar mountain 50 miles south of Boise.”

August 10, 1978:
“Walt, W7ODB, brought the cavity resonators to show and discussion was involving if to possibly installing them at the present site (WA7HOS) prior to installation at the proposed site in Oregon. Suggestion was made to install them at the Oregon site to climatize, stabilize, etc. Chuck, W7NO, because of professional conflict would rather not be involved in the installation or control of the repeater at the commercial radio station site. Control access to the repeater was also discussed.
“Trapper, N7AA, offered assistance in the necessary installation if the club could reimburse him. Many suggestions and proposals were offered but it was felt no firm plans be made until the return of Lowell, WA7HOS. Chuck recommended that we adhere to our present repeater system and postpone any elaborate additions until the club has grown and is financially able to consider a more complex system. More information and discussion on control systems will be forthcoming...
“Chuck, W7NO, presented additional views on over-identification and operating practices. (Don’t use “ten-four” or “do you have a copy?” on two meters.) Many members gave their views on this matter and their individual methods and reasons for their procedures. It was generally felt that we could all continue to be aware of our operating practices, possibly improve them. Trapper, N7AA, read a copy of a directive pertaining to 2 meter operations, issued by the Mt. Vacca Radio Club...Final discussion presented by Trapper and Chuck was with reference to giving thought to outlining some basic rules regarding our repeater operations.”
September 14, 1978:

“WB7RES moved and Bill Peterson WB7TBF seconded the motion to pay the bill.
“Motion passed.”
“The following committees reported: ...
“Repeater committee – Chuck Harland reported on the repeater test made at Loretta Pettet’s property as the committee’s choice of a permanent repeater site. After some discussion it was approved as a good site for the repeater, but it will not be installed permanently yet. Ben Cook W7MHR volunteered used of his camper bus to house the repeater temporarily and that it [the bus?] be installed at a site picked by the repeater committee at this location. Further discussion followed regarding installation of antennas and electrical power. The dates of Sept. 16th and 17th was picked as an installation date and committees were formed to get the needed materials for the installation. Ben Cook W7MHR stated that his camper bus had no insurance, and we should provide insurance for it. Chuck Harland W7NO moved that we purchase insurance for it while it was in our use and Earl Medeiros WB7RES seconded this motion. The motion passed. Insurance will cost about $25.00 for 6 months.”
“Secretary Lowell Bye WA7HOS made a suggestion that money should be split into two different funds to prevent problems with one project spending all the funds on hand, depriving other project[s] of funds. Suggestion to split money into a Club Fund and a Repeater Fund was taken into advisement by the Finance Committee and they will report back at next meeting with their recommendations as to [a] way of splitting these funds.”
“Trapper Neary N7AA reported that he had picked up the Heliax cable from [the] Twin Falls club. He also stated that with the repeater going into a permanent site we should establish ground rules for its operation. Chuck Harland W7NO moved that the Repeater Committee set up these ground rules for repeater operation. Earl Medeiros seconded the motion. Motion passed.”

October 12, 1978:
“Repeater committee reported that the repeater is installed at the site p previously decided upon at [the] last meeting. Permanent installation will require running electrical power service by Idaho Power Co. at a cost of $4.50 per month. Service can be attached to [the] same pole as [the] antennas. It has been decided to house the repeater in Ben’s bus for the winter. Permanent installation of concrete pad and repeater housing will be done next spring, but we will attempt to install [the] antenna pole and running of power service will be done this fall if possible.
“Trapper Neary N7AA read to [?] “K7OJI Operating Procedures” recommended by the committee. Jim Johnson W7TYG opposed the 60-second timer ruling and stated that asking users to move to simplex from a repeater which was silent 20 out of the 24 hours was a waste and that the repeater should be used as much as possible. Jim Stanton WB7REV opposed the clause stating not to use the term “break” and objected [to] the 60-second timer. He gave examples of other repeaters in the area which have time-out timers of from 1+ and longer. Earl Medeiros made statements in favor of adopting these regulations. Further discussion followed both pro and con regarding these procedures. President directed the repeater committee to finalize these operating procedures and a vote will be taken at [the] next meeting.”
November 9, 1978:
“The following bills were submitted for payment from the repeater fund. Chuck Harland $19.78 for wiring and materials to move power service to new repeater location and Miller Electronic $15.81 for coax and connectors for new antennas. Earl Medeiros WB7RES moved and Mary Medeiros WB7SMM seconded the motion to pay these bills. Motion passed.”
“...A letter to Mr. Art Davis and Mr. . Gene Grasty of Malheur Home Telephone was read. It thanked them for the donation of the antenna pole and expressed our gratitude for their help. Chuck Harland W7NO reported that the 35 foot pole was installed at the site and a new collinier antenna was placed on the pole last Sunday. This antenna is the receiving antenna and the Ringo Ranger antenna is now used for the transmitter. The reports received have been very good to date. Idaho Power Co. Has been contacted regarding power service installation and they are making the necessary survey. They should be ready to install the service in 3 to 4 weeks. An electrician was contacted regarding a meter base and circuit breaker box and he has an old used box which he will donate to us. Some desensing has been reported by Loretta Pettet WA7IVU and we will need to work on this problem.”
“Trapper Neary N7AA read a final revised version of the “K7OJI Repeater Operating Procedures” which was submitted to the members for action. Further discussion regarding these rules was held. Jim Stanton WB7REV stated he had written FCC regarding the use of the word “Break.” The FCC stated that it was legal to enter a existing conversation on a repeater by saying just the word “Break” and then when it was turned to you, you could give your call sign, and this was standard operating procedure across the country. Due to the various opinions on different parts of these operating procedures, it was decided to vote on each paragraph individually. They were broken down into 10 paragraphs and a secret ballot was taken. A count of the vote showed that all paragraphs passed and the “K7OJI Repeater Operating Procedures” were adopted as submitted. Copies of these procedures will be made and distributed to the members.”
“Secretary reported that we have 200 feet of coax available to sell as we no longer need it for [the] repeater. Bill Peterson WB7TBF ask[ed] to buy 100 feet. Earl Medeiros WB7RES moved to sell this coax for 10 cents per foot. Chuck Harland W7NO seconded. Motion passed.”

December 14, 1978:
“A bill from Chuck Harland W7NO to install meter base and weather head and power service for repeater was submitted for payment. Earl Medeiros WB7RES move to pay the bill of $19.95 from [the] repeater fund. Bill Peterson WB7TBF 2nd motion. Motion passed.”
“Repeater committee reported we were ready for power service but Idaho Power Co. Hadn’t installed pole and service yet.”
February 8, 1979:

“The following bill being approved by the trustees was submitted for payment from the repeater fund.
“Idaho Power Co. 2.80 Power Bill for Jan. 1979 ... moved ... seconded ... passed.”
March 8, 1979:
“The following bill which was approved by the trustees was submitted for payment.
“Idaho Power Co. $9.40 ... moved ... seconded ... passed.”
“Repeater Committee Chairman Chuck Harland W7NO reported that antenna repairs will be made when [the] ground dries out. He has a cherry picker ready to remove antenna when its feasible to get it in to the site.”
April 12, 1979:
“...submitted for payment. Idaho Power Co. power bill for repeater for March $6.11 ...moved ... seconded to pay these bills. “ [Historian’s note: No mention made of a vote in minutes.]
“Repeater Committee chairman Chuck Harland W7NO reported plans are in the wind to get the antenna repaired. He announced that two G.E. receivers have been donated to the club for repeater use. He stated that the repeater needs to be installed in a cabinet so Ben Cook W7MHR can have his bus back. Repeater committee plans to meet at the same time as executive committee meeting.”
May 10, 1979:
“Repeater Committee report on receiver given by Lowell Bye, W7HOS [report given or receiver given?]. He is still working on the problem [What problem? Not mentioned in prior minutes]. Keith Richey, WB7RET, suggested Clay Peak, as a possible new repeater site. Also a way of housing the repeater was discussed. Francis Wander, WB7TAD, made a motion that the Repeater Committee do some testing on a new repeater site. Keith Richey, WB7RET, seconded. Motion passed.”

June 14, 1979:
“Repeater report was given by Chuck Harland, W7NO. He mentioned it would be expensive to move the repeater because a hookup charge of $180.00 would have to be paid back to Idaho Power. The repeater committee presented the following recommendations to the Club.
1. Repeater needs to be moved out of Ben’s bus soon.
2. They suggested a small metal bldg. Be set up to house the repeater.
3. Antennas need to be set up agn. Suggested using Trappers, N7AA, and buying him a new one.
4. Next work on cavities.
5. Replace COR and Ider.
6. Determine if a different receiver is needed.
Discussion followed:”
“Keith Richey, WB7RET, suggested before buying a Ringo Ranger antenna, that some experimenting be made with different types of antennas.
“Motion was made by Keith Richey, WB7RET, to accept the Repeater Committee’s recommendations except the part regarding the antenna. Motion was never seconded, so therefor dead.
“Francis Wander, WB7TAD, made a motion to keep the repeater where it is now and accept the committee’s recommendations. Jim Johnson, W7TYG, seconded. Motion passed. Jim Johnson suggested a lease be drawn up with Loretta Pettet, WA7IVU, for the use of her land for the repeater.
“The possibility of obtaining a Coca Cola Box to house the repeater was brought up. Keith Richey, WB7RET, made a motion to try to get the box. Seconded by Chuck Harland, W7NO. Motion passed.”
July 12, 1979:
“Chuck Harland, W7NO, presented a bill from Sears for a metal bldg. For the repeater in the amount of $122.63. Motion was made by Lowell Bye, WA7HOS, to pay the above bill. Seconded by Mary Medeiros, WB7SMM. Motion passed.”
“Repeater committee report given by Chuck Harland, W7NO. He asked for volunteers for Saturday and Sunday to work on pouring cement and setting up a metal bldg. For the repeater. Ben Cook, W7MHR, will bring 2 x 4’s and stakes. Dave Hansen, KA7ALJ, will furnish a truck to haul the gravel. Ray Griffin, WB7WLA, is bringing the cement. Keith Richey, WB7RET, and Trapper, N7AA, will bring the cement mixer. Everyone is to meet at the repeater site at 9:00 am Saturday and Sunday.”
“Guests for this evening were introduced. Steve Blackburn, WB7NES, and Chuck [?], N7ALB. Steve Blackburn gave an interesting speech on the Cinnabar repeater. He talked about how he and nine other hams started the repeater project and what they had to go through to get it put up. He mentioned that with the high costs any donations were welcome...”
August 9, 1979:
“The following bills were presented for payment:

2. Bills presented by Chuck Harland, W7NO, for gravel and sand, $6.00, and guy cable, $6.38. ...”
“Repeater committee report was given by Chuck Harland, W7NO. The new repeater building was put up as planned. It was noted that Ray Griffin, WB7WLA, donated the cement. Others donated additional supplies and labor.
“The building needs to be insulated as soon as possible. The Ider is done, just needs to be installed as soon as hot weather lets up.
“A lease has been written up with Loretta Pettet, WA7IVU.
“Trapper, N7AA, asked what the club wanted to do about the receiving antenna at the repeater site. It was decided that trapper should check on a new antenna to replace the one the club is using, which is his, and present the bill at the next meeting.”

September 13, 1979:

“Trapper, N7AA, presented a bill to the club for the new antenna he bought to replace the one the club is now using for the repeater, which is his. Since last month’s meeting, a few club members repaired the original repeater antenna and got it put back up. In view of this fact, Jim Stanton, WB7REV, offered to buy the new antenna Trapper just purchased. Trapper offered to buy some coax from the club for $10.00. A motion was made by Keith Richey, WB7RET, to let Trapper buy the coax for $10.00. Seconded by Gerald Hagans, WB7REZ. Motion passed.”
“Repeater Committee report was given by Chuck Harland, W7NO. The old repeater antenna was rebuilt and put back up by a few club members. Walt Baust, W7ODB, put in the air vents in the repeater bldg. Max Heyde, WA7PXK, mentioned a work committee should be formed to insulate the bldg. Gordon Allen, K7OID, mentioned he had some paneling that could be used to hold the insulation in place. Earl Medeiros, WB7RES, said he might have some insulation the club could buy.”
“Chuck Harland, W7NO, presented a special poster and gift to Ben Cook, W7MHR. Also, a letter of thanks was given to Ben in appreciation for letting the club use his bus to house the repeater.”
