October 11, 1979:
“...Presented for payment: Idaho Power for $9.62 ...moved ... seconded ... passed.”
“Repeater committee report was given by Chuck Harland, W7NO. The committee will be getting together soon. Chuck presented a lease between Loretta Pettet, WA7IVU, and the Club, regarding the use of her land for the club’s repeater site. The lease was read to the members of the club by Earl Medeiros, WB7RES, for a approval. Keith Richey, WB7RET, made a motion to accept the lease. Seconded by Jim Johnson, W7TYG. Motion Passed. A check was issued to Loretta Pettet for $1.00.”
The club members discussed the possibility of ordering liability insurance to cover any accidents that might occur at our repeater site. Motion was made by Jim Johnson, W7TYG, to have the secretary check into such a coverage and what it would cost. Seconded by Chuck Harland, W7NO. Motion passed.”
“Keith Richey, WB7RET, announced that our club had been loaned a Phelps Dodge antenna by the Eastern Oregon Amateur Radio Society, Baker, Oregon, to be used to test at our repeater site. Keith Richey
suggested a receipt showing we had received the antenna be given to Steve Ryder, WA7WKH, President. The antenna was used at Beaver Mt. It was not suitable sue to the icy conditions there.”
“Next, Earl Medeiros introduced Gene Wilson, W7FRM, who spoke to the club about the 79 repeater (Spout Springs), and also the Moscow Mt. Repeater.”
November 8, 1979:
“Jim Johnson, W7TYG, made a motion to have the Secretary pay the power bill each month without having to get the club’s approval each meeting. Seconded by Penny Hinkley, WA7PEC. Motion passed.”
January 10, 1980:
“Trapper, N7AA, said he has got most of the parts for the decoder [for shut-down or for repeater controller?}.”
“Lowell Bye, WA7HOS, commented on the receiver [repeater receiver?]. The COR and Ider is hooked up.”
“The matter of getting insurance for the repeater site was brought up by Lowell Bye, WA7HOS. It was suggested the secretary call the ARRL. Trapper said we should try to get local insurance if we want liability. It was suggested that the site by fenced and posted. Trapper will check on liability insurance to see what is available.”
May 8, 1980:
“Lowell Bye, WA7HOS, reported that he has a solid state receiver almost ready to be put up at the repeater site.”
June 5, 1980:
“The matter of the mix-up on our power bill was brought up by Earl Medeiros, WB7RES. Last spring of 1979 while Lowell Bye was secretary, a payment was made to the power company for our repeater. It was credited to Lowell’s personal account by mistake. The power company refuses to correct the mistake because of the time lapse, and the club has had to repay the power co. $9.40. This left Lowell owing the club $9.40. Since Lowell has been doing some work on a COR for the repeater, motion was made by Gordon Allen, K7OID, to have Lowell submit a bill for $9.40 for parts, therefore clearing the books. Seconded by Mary Medeiros, WB7SMM. Motion passed.”
August 14, 1980:
“Lowell Bye, WA7HOS, reported on the repeater. Due to problems in the cavities, the receiver would not work properly, so it has been turned off. He is waiting for capacitors so he can get the cavities operational. Lowell suggested we fix what we can now and start planning on raising money to purchase new cavities. Jim Johnson, W7TYG, suggested if we go to the trouble of fixing the old cavities that we build an insulated box for them with a light bulb to heat them. It was agreed that Lowell take the transmitter to his home to work on it.”
September 11, 1980:
“Lowell Bye, WA7HOS, reported on the repeater. New capacitors have been installed. Repeater is on and working a lot better. The transmitter is putting out 6 watts. It is losing 50% of its power in the cavities on the transmit side. Not sure about the receive side. The only way to improve the cavities is to go to commercially built ones, which would cost around $500.00.
“Jim Stanton, WB7REV, suggested we get an order off now for the cavities, which will give us at least 8 weeks to raise the money to help pay for them. Jim Johnson, W7TYG, moved we get an order off as soon as possible. Bill Peterson, WB7TBF, seconded. Motion passed.”
“The following amount of $140.00 has been donated so far for the new cavities.
“Earl Medeiros, WB7RES, mentioned Ben Cook, W7MHR, was willing to donate one of his radios (Regency) to the club for the repeater in exchange for membership dues amounting to $50.00. Jim Johnson, W7TYG, made a motion to accept Ben’s offer. Bill Peterson WB7TBF, seconded. Motion passed.”
October 9, 1980:
“Earl Medeiros, WB7RES, mentioned Ben Cook’s Regency has been turned over to Chuck Harland, W7NO. Chuck has ordered the transmit crystals for it. When they arrive, they will be used to convert the transmitter which will be used in our existing repeater.
“Lowell Bye, WA7HOS, reported on the Repeater Committee meeting. The new cavities have been ordered. The total cost was $470.00 They discussed future plans for a back-up repeater.
` “Jim Johnson, W7TYG, attended the Emmett[‘s club’s] meeting. They are interested in building a repeater. Jim told them our old cavities were for sale. After discussing what to charge for our cavities, Keith Richey, WB7RET, made a motion that we set a minimum price of $150.00 for the cavities. Chuck Harland, W7NO, seconded the motion. Motion passed.”
October 24, 1980 (Special Meeting):
“The purpose was whether or not to accept the bid of $150.00 from Gib Shluter, KA7ETT from Bellevue, Idaho for the used duplexers. After much discussion, the motion was made by WB7SMM Mary to accept the bid. Seconded by N7AA-Trapper. Motion passed unanimously.
“Also announced by WB7RES was the letter and check received from the VOI club for $48.00 toward purchase of our new duplexers.”
November 13, 1980:
“Earl Medeiros, WB7RES, turned over a letter and check in the amount of $48.00 he received from the V.O.I. club in Boise. The knew we were purchasing a new duplexer and took up a donation to help us. Secretary Barbara Richey, WB7RER, is to write them a “Thank you” letter.”
“The following bills were presented:
“1. $19.50 from Earl Medeiros for UPS charges on duplexers.
“2. $5.40 from Lowell Bye, for connectors (parts).
“Jim Johnson made a motion to pay the above bills. Trapper, N7AA, seconded. Motion passed.”
“Trapper, N7AA, mentioned the club should be thinking about insurance for the repeater, mainly theft. Trapper said he would check into the cost.”

December 11, 1980:
“... Trapper, N7AA, said he has purchased the necessary equipment for the control link which well be used to turn the repeater off and on Lowell Bye, WA7HOS, suggested the club purchase a 450 rig at a future date so when necessary, different members could use it to turn the repeater off and on. Jim Johnson, W7TYG, suggested using a two-meter rig to shut down the repeater, and the 450 to bring it back on It was noted that a touch-tone would be required in controlling the two-meter shut-down system.”
“Trapper checked on insurance for our repeater. Minimum cost would be about $100 a year. Trapper was asked to check with ARRL.”
January 8, 1981:
“The treasurer’s report was read. The following items were brought the attention of the members:

“2. ARRL sponsored insurance is available to the Club Repeater at $10.00 per thousand evaluation. Motion made by Jim Johnson, W7TYG, seconded by Red Campbell, K7NWC, to forward application to the insurance company for approval and acceptance. Motion unanimously passed. ...”
February 12, 1981:
“Chuck Harland, W7NO, gave a report of the Repeater committee. Repeater operating procedures were reviewed.”
April 9, 1981:
“Repeater committee report by Chuck Harland, W7NO, advised that the recent failure was due to tube failure. A type 2E26 driver was replaced which returned repeater to normal operation.”
“It was brought to the attention of the assembly that the EARS of Baker, Oregon, were requesting return of a [sic] antenna on loan to this club. Motion by Earl Medeiros, WB7RES, seconded by Keith Richey, WB7RET, that a letter be prepared and forwarded to the Baker club regarding the condition of the original loan, i.e. the antenna to be returned to the lender only upon termination of the operation of the local repeater.” [Historian’s note: This does not agree with previous minutes, q.v.]
May 14, 1981:
“Correspondence from the Baker Club was read. Members agreed to return the Phelps Dodge repeater antenna on loan from the Eastern Oregon Amateur Radio Society. The date of return to be the latter part of July.”
June 11, 1981:
“A motion was made by Rex Sears KA7BMD to buy an Isopole antenna to replace the presently installed antenna at the repeater site which is on a loan basis from the Baker club, seconded by Earl Medeiros. Motion passed.
“A motion was made by Earl Medeiros to buy the antenna at the Hamfest, 10 June 1981. Seconded by Mary Medeiros, WB7SMM. Motion passed.”
August 13, 1981:
Earl Medeiros reported on the installation of the AEA Isopole to replace the Phelps Dodge antenna on loan from the Baker club.”
“Motion submitted by Earl Medeiros to purchase a storage battery and charger to power repeater. Seconded by Ruth Sears. Motion passed.”
September 10, 1981:
“Keith Richey moved to abolish the Repeater Committee so all members who want can be more active along with former members of the committee. Seconded by Chuck Harland. Motion carried.”
“Lowell Bye reported on the status of the repeater. He advised that work was continuing.”
October 8, 1981:
“President Bye read letter of resignation from the positions of Secretary/Treasurer and Club Station Trustee submitted by Trapper Neary. Letter contained provision that repeater be shut down immediately account of inadequate remote control facilities.
“Keith Richey moved to hold action on repeater in abeyance until next meeting. Seconded by Gerald Hagans. Original motion amended by Jim Johnson to check with Chuck Harland on list of both current and non-current club members. Seconded by Keith Richey. Letters to be sent to all interested personnel regarding continued operation of repeater. Motion carried.”
November 12, 1981:
“Keith Richey moved to expend $250.00 to purchase 220 MHz equipment for repeater control. Seconded by Francis Wander. Motion passed.
“Moved by Keith Richey that the sum of $50.00 be borrowed from the Club fund to augment the funds in the Repeater fund. Seconded by Mary Medeiros. Motion passed.
“President Bye appointed Bill Peterson, Keith Richey and Earl Medeiros to a committee of the purchase of equipment for 220 MHz control link.”
December 10, 1981:
“Bill Peterson reported the purchase of 220 MHz equipment from AC7R had been consummated.”
January 14, 1982:
“The repeater is dead and at Keith’s house. Earl WB7RES said the xmitter , rec. And decoder for the control link are completed and the decoder is awaiting a box.”
“A motion by Keith WB7RET seconded by Ruth KA7ALI to by [sic] a commercially built and engineered repeater.”
“Bills presented by Earl for repeater control link parts – $19.22. ...”
“Lengthy discussion on dead repeater. Keith WB7RET made a motion to check on the cost and availability of a new commercial manufactured repeater. Seconded by Francis WB7TAD. Supported by 12 of 19 present. Ted, W7RFG, is to head the committee.”
February 11, 1982:
“Keith WB7RET gave a report on the repeater information received so far. Skip KA7GMG made [a] motion to table the repeater until next meeting. Seconded by Earl WB7RES. Earl talked of the present repeater and its ability. The repeater committee is to give a full report on new repeater specs and recommendations they may have. Commercial versus the home-built was discussed. Keith donated a tone pad to the club.”
“... Bills were Crystals for control link $12.50. 220 MHz control xmitter parts $6.39. Paid to Earl.”
March 11, 1982:
“Sec/treas was notified that when the club general fund is over $150, all over that amount is to be transferred to the repeater fund.”
“Lowell WA7HOS gave a report on new repeater information. A new repeater complete would cost between $700 and $1800 dollars. A new one could be built up from parts bought as we could afford them. Mary WB7SMM motioned we get the money then see what we want. Seconded by Jerry [sic] WB7REZ.”
April 8, 1982:
“Motion by Lowell WA7HOS to insulate the repeater hut. Seconded by Keith WB7RET. Keith Rex and Ted to work on it.”
May 15, 1982:
“The repeater was put in an old refrigerator to insulate it.”
Special meeting July 15, 1982:
“Meeting to discuss repeater and repeater committee.
“Motion made to appoint a repeater committee chairman. Committee give all authority to do as they see fit. Motion by WB7SMM $50.00 purchase limit on present machine. Lowell to appoint two more to committee. Seconded by WB7TYG [No. It was I, W7TYG]. Motion passed.
“Motion made to put Lowell’s call on repeater till K7OJI can be put in Lowell’s name as trustee ù made by WB7TB[F?] seconded by Earl WB7RES. Motion carried.”
August 12, 1982:
“Repeater has Lowell’s call on it [and] has been repaired and put back in service.”
“[Proposed] Changes in Constitution were read for the second time by Lowell.
“The name Trustee, except Station Trustee, to be changed to Director in the constitution. Motion by Trapper, seconded by Earl, passed. ...”
October 14, 1982:
“A bill was presented to the club by Lowell Bye or Repeater Parts [$45.08] ... moved to pay ... seconded ... passed.”
“Lowell gave a repeater report. Hut has been insulated. The report stated the cows had been pulling the charger plug. The repeater needs more than 12 v to operate. Repeater is presently working fine. Repeater committee would like donations for a new repeater: (1) Donation to be paid back on a Lottery Basis. (2) Direct donation. (3) Donation to be given back as memberships. Club needs about $550.00 plus what is in [the] club repeater fund. Repeater cost[s] about $800.00 Motion by Jim Johnson and seconded by Lowell Bye that the repeater committee go to the members for donations.”
This is the end of the second Minutes Book, and the beginning of the third.
November 11, 1982:
“Bill of $1.79 for a repeater plug presented by Lowell Bye. Bill was approved.”
“Repeater report by Lowell Bye. Present repeater is working OK. We have $535.00 in pledges for a new repeater.”
“Lowell wants to buy the battery charger for $20.00 and Earl will sell the power supply at the repeater to the club for $50.00. Moved to sell and Buy by Jim Johnson. Seconded by Rex Sears. Motion passed.”
December 9, 1982:
“Lowell gave a report on the repeater. He has collected over $200.00, mostly from non-pledges and feels if all pledges come through we should have no trouble getting a new repeater.”
January 13, 1983:
“Report on the new repeater given by Lowell Bye. The new Repeater will cost about $850. Donations as of tonight $563.00. Lowell suggested taking $220 from the repeater fund plus the $563 plus up to $100 from the club fund to get the repeater. Motion made by Mary Medeiros to give Lowell $100 from the club funds to combine with the other money to purchase the repeater. Seconded by Trapper. Passed. New repeater will be ordered by the end of Jan.”

“Lowell reported on receipt of the Motorola repeater equipment and expense need[ed] to modify equipment on our frequencys [sic] cost approx. $400.00. Bill Petersen moved and Trapper Neary 2nd a motion to proceed with necessary modifications to get it working. Motion carried.
“Ted Morgan moved and Max Heyde seconded a motion to have secretary write Mountain Bell [Mountain or Malheur?--Hist.] to thank them for the donation of the equipment. Motion carried.”
